Six Months After New Policy Implementation, Offshore Duty-Free Sales in Hainan Exceed 22 Billion Yuan

According to Haikou Customs, from the implementation of Hainan's new offshore duty-free policy in November 2025 to April 30, 2026, customs supervised offshore duty-free sales totaling 22.22 billion yuan, with 2.973 million shoppers and 17.45 million items purchased, representing year-on-year increases of 22.6%, 9.4%, and 5.5% respectively.

The new offshore duty-free policy, implemented last November, optimizes rules for three consumer groups: general tourists, island residents, and outbound travelers. It addresses gaps in product supply and expands the scope of duty-free commodity categories, increasing the number from 45 to 47 major categories by adding pet supplies and portable musical instruments. Additionally, existing product categories have been optimized and expanded: the small appliance category now includes 15 new items such as robotic vacuum cleaners, vacuum cleaners, and sleep aids; the electronic consumer goods category now includes two new items: digital photography equipment and drones. These enhancements better meet the diverse consumption needs of shoppers.
